Barcelona and La Liga have been quite adamant that this isn't the case and there is still a release clause in his contract. Barcelona have more access to those records than any of us on this forum.

The only way of a resolution it looks like is if we come to agreeing a fee with Barcelona and their President.

FIFA has an arbitration panel for disputes like this. I think Messi would prefer to resolve it through Barcelona but if that is not possible and the relationship breaks down completely, City can submit an offer to Messi and his agent, and Messi can then apply for an international transfer certificate from UEFA. This would bypass La Liga and it would be up to FIFA's arbitration panel to assess the case.
