I believe your second option is credible. City never get in bidding wars. They do deals with players then negotiate a price with the club as the only game in town. This would fit with that perfectly - City subtly walking away to keep the "balance of power" right when doing the deal.Let’s not forget Leo’s camp not wanting it all out in the press.
One of two things is happening here, either we are all in on Harlaand and making the statement we think he is all we need and He would be the main man not Messi.

We are putting the ball in Messi’s court, telling him we understand if he wants to stay at Barca and will not pursue him (shutting the press hype down) - but all he has to do is talk to us and it will be sorted.
Strategically this works as both are targets one way or another and we are doing the right thing for both to make them happen IF they want it to.
