The "no trophies" stick is used to beat Poch because he's never won a major trophy. Klopp gets more leeway in this regard because he won trophies at Dortmund.Pochettino gets it in the neck for not winning silverware despite spending, literally, fuck all. Klopp gets a free pass for winning, literally, fuck all despite spending out of his arse.
Also, Poch might have spent nothing this season, but he has in past seasons. Not as much as Klopp, but he's still spent.
They've both done great jobs in improving Spurs and Liverpool and should be given credit for that.

Not sure about your first question, but as to the second point, it was a volcanic cloud, not ice.
