IF the amount of clubs qualifying, were equivalent to today, the problem would likely have been far worse.

I looked at Kings Lynn Town. They have an average attendance of around 1200. They have 8 banning orders. There are plenty of others. I don't know the reasoning behind though.
I do worry about holding a major international football tournament, in this country, with the current mood of society.
