I agree with you, he's worth around 15-20 million.
He can improve vastly but City need something more, perhaps Dybala, besides I would say he's not better than Jovetic.
Being a Roma fan I can tell you he doesn't fit in our system at all, he's not a winger in a 4-3-3 lineup, while he's slightly better in a 4-2-3-1, thanks to his superb technique and ability to duet with his teammates, he's still not ideal for us. In other words, even though he is quite fast, he doesn't have the change in speed required to play wide.
He's a secondary/supporting striker who should play in a more central position to facilitate the offense and shoot more because the power it's definitely there.
I love him but I'd sell him in a heartbeat for a more functional player, Yarmolenko would be perfect.
