I am seeking a stat showing the amount of time the ball is in play, per team, as an average, across PL fixtures.
I have found a couple of historic reports but nothing I can use.
Any help/direction, other that getting a life, is very welcomed.

Yes, I found that but only for 2023.

Apparently, for the Arsenal Vs Sunderland game, in one half the ball was only considered to have been in play for fourteen minutes. I am having a discussion about it and thought it would be good to see if there was a pattern by club.

I think that 14 minutes has come from the TV company pointing it out during the game. But it was during the first half that they made the point, as they approached 45 minutes. But they then went and played about an additional 10 minutes injury time.
 
That old programme Gazzetta Italia from the nineties, I think, always showed the ball in play stat at FT and it invariably hovered around an hour and often fell below. I think we don't see it as part of the regular broadcast 'cos folk would rightly think WTF! And there is no doubt that it forms quite a part of some teams' game plans. We seen it at the Etihad for donkeys seasons - first goal kick and it's half a minute gone. And of course the refs do fuck all. How many aspects of the LotG do those bastards serially ignore?

The average PL game has about 55m of it (ball in play), and there are some teams, Arsenal included, who take about twice as long for every restart as others (free kicks, corners, and throw ins). If this is about a fan spectacle, then these delayed restarts could easily be tackled.

Remarkable that its not been tackled by the governing bodies.
 
If only they could sort out the missing 35 minutes to coincide with ordering a pint and a red hot pie (allowing for cooling time) and a visit to air conditioned toilets.

The Premier League doesn’t publish official “ball-in-play time per team” as a public stat. The closest reliable source is Opta, but their detailed data sits behind paid subscriptions. Whoscored, FBref and Sofascore give match-level ball-in-play time, but not averaged per team across a season.

It's being mentioned elsewhere that it was discussed at a recent IFAB meeting the possibility of adapting the eight second goalkeeper rule to cover re-starts. Not sure how it would work exactly. But we'll find out after their AGM in February if there's any firm commitment to adopt it, or more likely, trial it at a lower level.

i thought it was already in place, with them successfully trialing it in the PL2 last season.

Either way the AGM next year will be interesting
