You are both quite wrong. Tho' Bradford is now a shithole, it was the queen of victorian cities and imported italian architects to create Bradford bella figura. Many of these buildings survive. If you are in the city, look upwards.
As for running water, Bradford was the first city in England where modest terraced houses for workers were built with internal plumbing. This was in Saltaire in 1862, 50 years before regs stopped the building of back to backs.
Saltaire village is now a World heritage site.
