Firstly, Zabaleta is fit, so I don't know why people are saying we should start Maffeo. At least play zaba for 70 mins and sub him on depending on what the result is like? Do the same against Saints the week after as well. But Barca away isn't a game where you blood youngsters.
IMO play your strongest starting 11 for EVERY game. Re-evaluate before each match, but don't plan in advance... your next game is your most important etc etc.
Many including myself simply don't believe Zabaleta is in a strongest xi. Many, again including myself have no idea who could fill in or make right back their own. Some suggesting Navas, some Maffeo some Fernandinho. I personally haven't got a clue.
However I'm sad to say that Zabaleta has looked way off the pace and looks a defensive liability.
I don't think fans are looking to rest or rotate him, but replace him. He's been an outstanding player for the club, for the fans but he's looked woeful for two seasons now when put under any defensive pressure. His physical limitations see him offer his man far too much space as he can't match even a adequate winger for acceleration. He struggled like mad at Celtic.
Last season many fans blamed Pellegrini's rigid tactics, fair enough, questions were there to be asked, but we now have a tactical magician and Zabaleta has looked worse.
Age waits for no man, especially one who's put his body through as much as any player I can remember for the shirt.
Everton up next, two quick and direct wingers with overlapping full backs, I personally don't think Zabs is up to it. I'd be delighted to be wrong though.

I would hope Kolarov would get back to where he was in a more settled team.
Perhaps use Iheanacho depending on Aguero's fitness.
Certainly use Clichy vs Barcelona.
