I'm sure I read somewhere that with contaminated land now being the responsibility of the landowner that the true worth of the site is actually less than fuck all, it has a negative value, it's worthless. The cost of the cleanup is much much more than the land's value.

The compensation would be based upon the fair market value of the property for its
existing use, plus a sum to relocate and an additional premium he may have to pay to secure an alternative property. City have made their offer, it has been turned down and so they have reverted to CPO powers backed by the Council. The implication is that the offer City have made is greater than would be paid by CPO. The sale of small plots is a red herring - each transfer would need to be registered at the Land Registry, legal costs would be incurred along the way etc and they would still be under the threat of CPO and get back less than what they have paid. The only challenge to this would be via the Lands Tribunal and on the grounds of there being no alternative square yard of land elsewhere that they could buy.
It won’t happen, but I hope it does, because it will mean dozens of red twats being out of pocket and less able to afford their ever spiralling season ticket costs - also, the thought of some of these cretins giving evidence at a Lands Tribunal Hearing would be wonderful.
