Probably right. However I suspect the Trump’s and his administration’s attitude to migrants emboldened him in the first place. There probably won’t be a direct link proven but it doesn’t absolve the administration from some level of responsibility due to the climate created.

That’s the MO I see continually coming from Trump’s camp. There is never any blame that you can direct back to him, it is always the act of one crazy individual.
Trump’s team usually facilitate but there is no trail that can be audited back to them.

The telltale sign if this is true or not will be if he is forced to denounce this action and he does so in his usual wishy washy way that ultimately will be a ‘what about’ statement that will basically say the doctor is a good guy and the bulk of ‘these people’ are not.
