Literally any reason to not allow that throw, as it was taken, should have meant the ball goes to Hoffenheim for a free kick.

He blew because he realised Sane was through and then could not contrive a legitimate enough reason for it to give a free kick, instead deciding to veil the corrupt decision by starting an argument with David and Pep, as it the argument that came after was the reason he required the throw to be retaken.
