I don’t have a problem with that not being a foul for penalty but then some of those Leicester pens shouldn’t be either

Sterling one on second viewing isn't a pen, the handball is the one. Don't know how they're allowed to change rules when other teams have benefitted from a earlier version of the ruling on handball
