I feel like the penalty problem within the team is a natural side effect of players playing within a VERY strict system...i think it mentally pressures players when it comes to having to be creative, weather that be in front of goal or penalties etc. I might be talking bollocks but when you look at how specific and detailed pep's plans systems are you can imagine being a bit edgy in that situation where you suddenly have to create.

I think it's more a side effect of targeting technicians with close control rather than goal scorers. Pep's Bayern team scored penalties just fine...but they had Lewandowski, we don't even play with a striker at the moment.
