Someone has to play left wing. If that's Phil's position today he needs to occupy that space - he's better centrally but the team is better if we have someone in each position.

If we want Phil in the middle we need to bring on Grealish or Doku or Bobb for someone in the middle, put them on the left and then Phil can be central.
