Managers have 2 ways of influencing things. Changing personnel or getting the XI on the pitch to play differently.

Pep (and most good managers) always tries to get the starting XI to fix things themselves by changing their performance. Pointing out what's going wrong, weaknesses they aren't taking advantage of etc.

Substitutions are a last roll of the dice, bringing on someone Pep didn't think should play based on a week of training.
