It's not inconsistency.
It's blatant cheating.

Just another poor ref out of his depth who has lost control of the game via a lack of cards for them in the first half, and he is usually a very card happy ref, but shows how no matter who the ref is, seems we are always officiated with different rules

The ref has been ok, we are lucky to have not had the pen against us. That's how these things go

I really don’t know how the ref can explain that reasonably.
