He should retire and join the staff as I believe has been suggested to him by the club

The problem isn't just his lack of pace, it's that the only way he's been able to adapt to it is resorting completely to tactical fouls.

To be fair there are places where that lack of pace won't be such a problem, so maybe playing on a couple more years isn't the worst idea.
