Yes, there's a massive difference. If he goes down, Moss probably has to give it, and then VAR isn't going to overrule based on the replays.

Moss bottles giving a penalty thinking that VAR will do his job for him if he waits.

The problem is that the VARs approach every decision from the point of not wanting to overturn another referee's decision.
