As for Philips, - is he actively trying to NOT be in a pass-receiving position? It almost looks like he's trying to hide.

Phillips has been like that from day one - constantly hides from the ball.

When you contrast how comfortable Bobb is on the ball as well as Lewis, it just underlines how far Phillips is away from making it here.
