It's a quadrant of a circle. The reference to the circle is unnecessary though, imho, as the quadrant is clearly formed by two identical, perpendicular radii.

I don't mind anyone in the media using the phrase "noisy neighbours".
It was a put-down remark by the GPC, that was perceived by the media, at the time, as being a comical remark.
It neatly sums up the arrogance of the GPC, his club and also his pals in the media...
