The team I am waiting to come good and mount a real challenge to North West and London dominance is Leeds United. Easily the largest city in England to only have one team they have retained a vast fan base all through their wilderness years. If this team received real investment they would be up challenging the very best. Thankfully it will be a year or two before they challenge our dominance, but I would expect them to be winning trophies within the next five years.

Not a chance with FFP.
As for their fanbase, they are as fickle as Geordies, Villa, Sunderland etc - they were averaging 21-23k for much of their time in the Championship

Surely the club moving to MK was engineered from the outside? WFC did not decide to move there until the league rubber stamped outsiders proposal.

IIRC Sam Hamman wanted to move the club just about anywhere before he sold, and even suggested Dublin at one point.
The owners at the time probably bought WFC with a view to forcing the move through with the alternative being either admin and closure or a slow decline. WFC fans claim the club sold or loaned players to other clubs when it looked like they might be in with a chance of promotion back to the Prem. The accusation being that the club couldn't use continual financial hardship as a contributing factor to their plight if they were getting the PL broadcast income.
The move should never have been allowed by the FL but it was the club that moved in the same way that Arsenal moved from Woolwich to north London and Bolton moved from Bolton to Horwich.
