That's immaterial, the UAE has one foreign policy, and while the investment group that owns City and the government of the UAE are separate legal entities, they are not separate in the way the Fenway group is separate from the US government.
He's right about one thing, the UAE has a different view to the west and while I'm sure the UAE would prefer that Ukraine had not been invaded, they do support the world view espoused by Lavrov that underpinned it.
