To add to that, most of the work is contracted out and the staff at these firms don't just turn up to their depots to be greeted by a manager who says "Right lads, load up the van, we're doing a 30 mile trip today as there's a Metrolink platform to build." Maintenance is an ongoing issue on any transport infrastructure, if it wasn't done you'd be complaining even more. Also some of the work is for upgrades such as the realigned platform and tracks at Deansgate/Castlefield in preparation for the new cross-city section which is why the Alty line is terminating at Cornbrook on the 30th. They can't do all that expansion as a "big bang" because central government only releases the funds on a piecemeal basis.
