No, i moved into an established house on a quarter acre block, that has been part of the town for over 100 years. Building new houses is fine, as long as it is in keeping with how the town was built.
At the back of our place, an acre block of land was sold, normally it would have 4 new houses on it, it has 13 crammed in.
more houses more pipes for you to plumb pom - think positive!
