To me it seems we are deep in for him but want total deniability. Sometimes journalists work in the interest of their sources, City are very open and transparent with the media and they're probably owed a few favours. Juve likely wouldn't want it public either as it raises the price of SMS. However Pjanic's camp would want City's interest to be public, as it raises the chance of competing offers and forces Juve to recognise his position.
