As no details were provided by N&D it is hard to tell who is being unreasonable.
I've never been into the place but if it's been playing music at the same volume for 28 years without issue then I'd say the new resident is being unreasonable.
Maybe more to the story so happy to wait and see but on the face of it I'd stick to my original view.

These new inner city dwellers can fuck off, you move in to an area known for nightlife, so expect noise or move somewhere else.

Oldham street has been a hive of noise and lively even when it was a shithole, the area shouldn't change to suit people buying up these poncy new flats, imagine how they would have taken to Idols back in the day
 
It’s not just people in the vicinity but those above it. Been there 30 years. Why would you move above a music venue and complain? Pricks.
