Probably more like different languages tbh. Most people in France didn't speak French until relatively recently (even in the late 1800s). I know it's before the Tudors but wasn't Richard III supposed to have a brummie accent?
Anyway, I'd guess that whoever they were in close proximity to whilst growing up (eg nursemaids, courtiers and suchlike) would have a strong bearing on their eventual accent
