The term "riff raff" meaning poor people or scum originated in America.

Immigrants who couldn't afford passage on the Riverboats used to make their own rafts. They steered them by means of tiller at the back know as a "riff"

The home-made crafts became known as riff rafts...........

It was on a programme about the development of the English language since it's origins. It was very interesting. A lot of so called American words that people get uppity about, are actaully English words that fell out of favour over here but continued in the USA with the immigrants.
