They wouldn't use passenger lifts for that. It would gub their warranty. They are one of the last things to get commissioned pre opening.
 
Where is this 7K away fans coming from Bournemouth Blue?
It wast just a guess, I don’t know how many away fans can attend at the current capacity, but I assume away capacity is done on a percentage of total capacity. I’m not well read on this subject, glad to be corrected. Just to clarify, when City host Bournemouth, I certainly wouldn’t be in the away section ;-)

They will also have goods lifts for beds etc and service lifts for foods. When I worked on lifts it was a difficult job trying to stop people using them as they were handed over long before the building was complete.

Yea hence my use of the word passenger.

The hotel has two service lifts. Don't think the office has any dedicated ones though. Usually the lift manufacturer will hold off testing and commissioning them till the very end, from what I have encountered.

Away section is 3k and for cups it’s roughly 7k but depends on if they’ve taken both the third tier and second tier of the south stand - it’ll be about 5k-ish if just the third tier.

Bournemouth don’t usually bring the full 3K.

10% or 3000. Whatever is lower. So forest at 30k give 3k away united at 73ish give 3k. Bournemouth at 12k only need to give 1200ish
I think it's a minimum of 3000 or 10% of the capacity if the stadium holds less than 30000.
