To erase tap Settings > General > Reset > Erase All Content and Settings.

So, to clarify - if I 'restore my ipad' today, it'll restore it to factory settings and install iOS 9.3 (newest update) on it?

I'D wait for the new iPad Pro small version.
The air 2 is being phased out.
