Real Madrid sign a deal with Ferostal for some project or another costing £18m, coincidentally they release (by mutual agreement) Gago from his contract. City happen to pick him up as a free agent, for which transfer windows do not apply.

this is getting wayyy to complicated.
the Mariga and Gago deals were not linked. first thing today, long before the Mariga deal fell through, Gago's agent had said we would bid again. Mancini clearly wanted both.
AFAIK city have to show that the deal was agreed between them and Madrid, and City and Gago before the deadline. Medicals aren't a problem, city might have had one done already, or the deal could be agreed on the understanding that if the medical was failed, he goes back to madrid.
City will probably say that the price was agreed, and the player agreed to join, but our ultra important owner was unavailable or detained on national business to give formal permission, so the paperwork could not be finalised before the deadline. as I see it the question is, do the FA accept that a deal was agreed and failing to getting the owner's sign off was just a technicality? or do they say, if the owner had not given permission, that means the deal cannot have been agreed?
