Painting over plastered wall

My plastered recommended the PVA option, but also said if you water down the emulsion 50/50, give it a couple of coats with that, then use the full emulsion, that should do the job just as well? Seems to be alright like.
 
A 1st coat of watered down emulsion worked fine on my newly plastered walls
 
Just to clarify, it's not the whole wall that is the problem, just where the new plaster meets up with the old bit that wasn't knocked out for the DPC to be done.

Sounds like the old plaster is reacting with the paint As has been stated before a coat of pva over the whole wall should help Also you could give the old plaster a sanding to remove any efforvesance and then pva and paint.
