One is quite clear, we should not spend 85 on Paqueta unless we know he extends, because if he doesn't we need to be able to go for Alonso + Wirtz in 2025.

I personally can see Pep extending his contract, however its not 100% so any business not least the best run football club in the world has to have a plan "b" if he does decide to go. There is no need for panic but this is just good business practice from City, all situations must be covered. These reporters are just picking up on one aspect of the plan and running with it to create a story.
