Pretty sure if you boil the vinegar and salt and then pour over the fish, they will slowly poach as the vinegar cools down.

There's a great Jewish Deli in Prestwich that sells Pickled Herring and Cream Cheese Bagels. My sister always gets them in for breakfast on Christmas morning, they're unbelievably delicious.

I ate quite a bit of picked fish when I went Hamburg last year. They sell them on bread rolls all over the place, I had herring, mackrel and eel. Mackrel was the nicest.
Not seen it any where over here.
