I have seen some of the characters that loiter outside this place, and Im not joking here but it attracts some very unsavory types......wheelchair or not he probably has a serious drink problem.

Now I'm not one to speculate, but I bet he doesn't even need that scooter. If he can cruise about round the local boozers all day waving guns, he can do a desk job.

I here'd he walked down to the cells, did not need the chair anymore as his benefit had beenstopped anyway
