Not true. Any association can impose a transfer ban within the association but they have to request FIFA (and maybe UEFA if in Europe?) to support it worldwide. I don't think they've ever turned down such a request. Or at least that's my understanding of the procedure for what that's worth.

Not that I believe this would happen with us, although why anyone would think this wouldn't be a major thing I just don't know.
