PL charge City for alleged breaches of financial rules

It does seem slightly unfair that Dyche’s side could face a punishment in the coming weeks and months when City could remain unpunished for years, despite allegedly breaking the rules more than 100 times more often than the Toffees, but football has never been known for its lack of hypocrisy.

At least Everton should be able to continue to focus on the pitch when their case is eventually concluded and won’t have the potential punishment of a large points deduction hanging over their head for the next few years, as is the case of Man City.

 
That seems a relatively low salary given the importance of the role in a multi-billion pound industry. Doesn't inspire confidence that they're going all out to get the best person for the job.
It also seems a suspiciously time limited executive search, our "charges" were announced almost a year ago supposedly in a hurry to get them brought before the creation of a commission. Now on 2 November a civil service posting, with a limited job life is posted to be filled by the New Year. Seems a bit odd to this yank. Admittedly I don't have a clue how your civil service is administered, but it all smells a bit fishy to me.

The post in question is for a position as an interim COO at the independent regulator being set up by the government. The job is to start the set up of the independent regulator which will regulate football including the PL and the EFL. The more senior positions will be filled later. The point of the article is that if the government is advertising the role, there must be announcement pretty soon about the establishment of the IR itself.

It's nothing to do with the "independent" panel being set up by the PL to review City's case.

Edit: Amended to put the word "independent" in "independent panel" in quotation marks. I am slipping ....
