Spot-on. The PL themselves have never used the phrase "charges." The media keep using it to make it sound like a criminal prosecution. It is really a total distortion of what has happened. We have been accused of breaching the internal rules of an organisation no more and no less.

And teams like Leverkusen don’t mount sustained challenges - their manager and best players will move to other clubs at the end of the season. A bit like when Leicester won the league - most of their better players moved to bigger clubs and they never competed for the title again.
