If Premier league spending power is destroying European football, why have PL clubs only won the CL seven times in the 22 years since the PL's formation?

1 in 3 (almost) is pretty decent going considering there are 5 BIG European Leagues each with at least 1 team capable of winning it.

I think the Premier league may be more competitive.
The other leagues seem to have only one or two stand out teams.
6 teams from the premier league have played in a final and everyone of them has lost at least one final.
The Spanish in particular appear to treat it as their number one goal and, in Madrids case, almost an obsession
