Perhaps I can explain?
The Independent Commission have not yet decided between themselves whether any of the charges are even guilty or not. This is a process that will take months. And then after that there will be a whole different hearing that will take more months to determine appropriate punishments with both sides giving aggravating factors and mitigations.
So saying some guy has heard the punishment when this "trial" is only about whether there's guilt or not, and then a whole other "trial" to determine that punishment seems unlikely.
As I said elsewhere, the people who make the decisions about the punishment don't know the punishment so I find it hard to believe that some random guy does.
