Just like the magic number 115 (or 130, depending on how optimistic you are) -‘ wow that’s a huge number therefore they must be guilty’ stuff, spread the word City are guilty as hell, then when it turns out otherwise, the howls of bribery, stuffed envelopes etc will reach a tidal wave. He also said he did think we would be found guilty but the punishment would maybe not be that "far reaching." In short, my impression was he thinks we will be guilty of some of the minor items.
