PL charge City for alleged breaches of financial rules

No, they set the odds based on who is betting what. The more people who bet on something, the lower the odds become.
The "who" is important.

There's punter's with inside knowledge (any sport or anything there's a betting market on)

If people connected with PL football clubs were attempting to place bets on City being relegated the price would collapse.

The bookies know nothing, and are offering low odds because they know there's one born every minute willing to hand over their money because they are stupid.

On the latest episode of Let Me Talk Sam Lee said that he'd heard the club were super confident that one block of charges was basically dead on arrival. Any more rumours or noise about that?
Wouldn't be surprised . All these ridiculous charges are about as alive as a dead parrot in a pet shop . The only point of this hot mess is brand damage, pure and simple . Pure propaganda . Nothing to do with anything else . Otherwise the PL would have accepted the CAS findings.

And to put doubt into the minds of players we want to sign.

Whether it's a positive or negative is debateable but it's fair to say the 115 changed Jude and Declan's minds at the very least.

Based on what?

By all accounts Bellingham only wanted Madrid, and Rice would get vertigo if he went any further north than London. Not to mention, we wouldn't pay what Arsenal would so never had a deal in place anyway.
