They CAN but very very rarely do.
Even with the 'ref saw it' doctrine, they can in very exceptional circumstances take further measures. Ben Thatcher, our former rightback was such a case.

It won't happen here though.

I agree that it won't happen here. I was just pretty sure that they can.
