It takes just a minor breeze to knock the temperature down a few notches, and the working temperatures of those sheets doesn't take into account the different micro-climates of each individual pitch. For example, Fratton Park has, most likely, some drafty bits, where a small 2mph wind might blow colder air onto the pitch.
If the game does get called off, I think Portsmouth should be docked points at most, at the last fined.
