It is a standard effect called Tilt Shift. You can either have the lens or apply it using something like Photoshop.

Here's a video I filmed on my phone. Moments after we had lifted the cup I was lucky enough to be right next to the players away from the TV cameras and the fans. The sound is awful, you might want to turn down your speakers. Enjoy!!

FUCK... I didn't read the post properly before pressing play... had speakers on very high volume.
