No it wouldn’t make much sense but that’s what I read somewhere a few month back, something about decisions would be made centrally.

think that was decisions on policy, not match decisions, last season our FA went a bit rogue and refused to do follow FIFA recommendations, obvious example being use of pitch side monitors, this season, FIFA are insisting the various country FA's toe the party line
