Last 6 windows Leicester have spent £200m on Castagne, Fofana, Daka, Soumare, Vestergaard, Justin, Ayoze Perez, Praet and Tielemans.
At best, you can say they haven't made the most of some fairly decent players they've bought.
At worst, you can argue their scouting department were playing too much Football Manager and haven't bought players Bodgers can actually use effectively.
Not Everton bad in the transfer market but they certainly aren't making the most of their signings. If you go further back to Iheanacho, Adrien Silva, Benkovic, Soyuncu, Iborra, Ward etc. they've spent a fair amount of money on decent names but they've really fallen short compared to their initial scouting on Mahrez, Kante etc. for far less money.
Everton just bought badly. Leicester buy decent names but have no idea how to bed them into a successful system, which is why they were so dependent on Vardy to keep scoring the goals. Now he's knackered they've dropped off a cliff.
