It's not though is it? It's a simple rule if it touches you arm and your arm is in an unnatural position then it's handball. It's pretty easy just the officials don't want to apply them. Most likely as it would have been a second yellow for maguire

I think you have hit the nail on the head then. The accidental handball shouldn’t require the addition of a yellow.

If they could look subjectively without being required to send off Maguire, I think the penalty would be given.

Half the battle is the knots that the rules have been tied up in and all the consequences of a simple decision.
