New rule: referees cannot give a penalty unless at least two thirds of the match day crowd scream for it. It will be measured by decibel level but, in order to preserve the "human element" and "storied tradition of football", the fourth official will estimate the noise level by ear and determine if the crowd reaction is worth a penalty using a confidential 27-point grading rubric. They will then convey that resulting grade to the FA for review. After a minimum three day common period they will be able to award the penalty if warranted. In the unlikely event that the match has already finished they will flip a specially minted coin designed by FIFA and manufactured in Switzerland (for optimal quality and discretion)—if heads, the fouled team will be given a goal to apply to any future matches. If tails, a member of the match day crowd will be executed by firing squad. The crowd member may defer their execution to a member of their team's backroom staff for a grassroots football campaign contribution of £500,000 unless the club has designated that staff member as "vital" for the operations of the club—the club may only designate ten such staff members.This new rule for no infringement for pens is crazy. There was less contact than the Sterling pen we had given against us.
I think it is quite reasonable and likely to be implemented.
