Nope video refs will make some difference but won't rule out individual's interpretation of incidents,one may call it' a pen,another may say no ..

True, but at least it's a move in the right direction. Replays sometimes don't clarify the incident, but the majority can, and there will need to be someone from PGMOL accountable for the decision they make.
